Secretária da Assembleia Geral da APES desde 2025, Carolina é licenciada em Economia, mestre em Economia e doutorada em Economia pela Nova School of Business & Economics. É atualmente investigadora auxiliar em Economia e professora auxiliar convidada na Nova School of Business & Economics. Adicionalmente, participa no projeto europeu “Capacity Building to Support the Uptake of Biosimilars in a Multistakeholder Approach”, financiado pela Comissão Europeia.
Iniciou a seu percurso profissional ao serviço da IQVIA em 2022, tendo ainda exercido funções como professora convidada no Instituto de Higiene e Medicina Tropical em 2024. Em 2023 e 2024 esteve envolvida no projeto “Enhancing Cooperation and Quality in Public Administration: Support for Strengthening Health Cost Accounting in Portugal” financiado pelo Programa de Apoio às Reformas Estruturais da União Europeia. Entre 2021 e 2022 foi secretária do Conselho Fiscal da APES.
Interesses e atividades exercidas na área da economia da saúde
A sua investigação foca-se na avaliação das dinâmicas de concorrência e impacto da regulação no mercado farmacêutico, usando metodologias empíricas quase-experimentais bem como fundamentos de Economia Industrial. Mais recentemente, tem centrado a sua investigação na economia do envelhecimento, bem como em temas transversais como o acesso aos cuidados de saúde e as desigualdades sociais em saúde.

Secretary of the General Assembly of APES since 2025, Carolina holds a Bachelor’s, Master’s, and PhD in Economics from Nova School of Business & Economics. She is currently a research fellow in Economics and an adjunct assistant professor at Nova School of Business & Economics. Additionally, she is involved in the European project “Capacity Building to Support the Uptake of Biosimilars in a Multistakeholder Approach”, funded by the European Commission.
She began her professional career at IQVIA in 2022 and also held a position as an invited lecturer at the Institute of Hygiene and Tropical Medicine in 2024. In 2023 and 2024, she contributed to the project “Enhancing Cooperation and Quality in Public Administration: Support for Strengthening Health Cost Accounting in Portugal”, funded by the EU Structural Reform Support Programme. Between 2021 and 2022, she served as Secretary of the Fiscal Council at APES.
Research interests and activities in the field of health economics
Her research focuses on evaluating market competition dynamics and the impact of regulation in the pharmaceutical sector, using quasi-experimental empirical methods and industrial organisation theory. More recently, her work has focused on the economics of ageing, as well as cross-cutting themes such as access to healthcare and social inequalities in health.
